
It is with great sadness that Joan’s family share that former Cllr Mrs Joan Lloyd passed away on Sunday 15 March 2026. Joan passed away peacefully with her husband, John, and her children, Emma and David, by her side, following a period of ill health.
Joan dedicated nearly five decades of her life to the people of Stevenage. Serving as a councillor from 1976 to 2024, she was re-elected time and time and again, a reflection of the deep trust and affection the community held for her. She represented Bandley Hill with immense pride and commitment, and her service as Mayor of Stevenage from 1990 to 1991 remains a lasting point of pride for both her and the town. In recognition of her extraordinary contribution, Joan was awarded the honour of Freeman of the Borough in September 2024—an accolade she accepted with characteristic humility and gratitude.
Throughout her 48 years of public service, Joan played a role in countless projects, initiatives, and improvements across Stevenage. She believed fiercely in fairness, community spirit, and ensuring that every resident felt supported and valued. Her impact is woven into the fabric of the town she loved so deeply.
In Joan’s memory, her family would welcome donations to Stevenage Community Trust, one of her Mayoral Charities and a cause that meant a great deal to her. Joan supported the Trust for its ability to deliver practical, meaningful help directly to local people in need, and she championed its work throughout her public life. Supporting the Trust is a fitting way to honour her compassion and lifelong commitment to the wellbeing of the Stevenage community.
